Funding objective

The Free State of Bavaria supports Bavarian municipalities in the strategic and investment-based implementation of measures for climate protection and climate adaptation. Projects such as the introduction of energy management systems, the creation and updating of climate protection and climate adaptation concepts, quality management procedures related to climate protection, as well as investment measures, for example the renovation of lighting systems in public buildings, are funded. The goal is to sustainably reduce greenhouse gas emissions and mitigate the impacts of climate change.

Description

Funding Guidelines for Municipal Climate Protection – KommKlimaFöR is an innovative funding program of the Bavarian State Ministry for the Environment and Consumer Protection, which offers Bavarian municipalities and public institutions support in implementing strategic as well as investment-based climate protection measures. The program focuses on a variety of projects, such as the establishment, expansion, and operation of systematic energy management systems in public buildings, the creation and updating of comprehensive climate protection and climate adaptation concepts, as well as investments in the modernization of lighting systems. The goal is to achieve sustainable reductions in greenhouse gas emissions and effectively mitigate the negative effects of climate change through the use of grants covering funding rates between 50% and 90% of eligible expenses.

The funding is aimed at Bavarian municipalities, their associations, municipal enterprises, and partners of the Bavarian Climate Alliance, who wish to implement decisive measures within strategic projects in the areas of Smart Cities & Regions, energy efficiency, and renewable energies. Eligible expenses include personnel costs, external consulting services, investments in infrastructure and energy management, as well as modern measurement and sensor technology. A prerequisite for funding is secured overall financing of the project, compliance with a five-year earmarking period, and the submission of technical certificates by certified experts. Furthermore, participation in other energy funding programs of the Free State of Bavaria is excluded to ensure targeted and sustainable investment in climate protection-relevant measures.

With funding amounts ranging from EUR 5,000 to EUR 500,000, the program enables municipalities to strengthen their innovative capacity in the field of climate protection and climate adaptation and to achieve long-term, positive environmental impacts. Application documents such as the application form according to template 1a, a detailed project description, a cost calculation, and a committee resolution are required for the application. The funding thus supports local initiatives that systematically address the reduction of greenhouse gases by providing financial incentives and technical advice. The application deadline is December 31, 2026, offering Bavarian municipalities the opportunity to actively and purposefully contribute to a climate-neutral future in Bavaria in a timely manner.
