Description
The promotion of village development and village moderation in Hesse supports project sponsors – whether municipalities, companies, private individuals, or public institutions – in the revitalization of historical and locally typical building fabric in rural areas. This funding instrument provides a non-repayable grant covering 35 percent of eligible costs and is specifically designed to strengthen rural areas by advancing renovation, repurposing, expansion, or new construction projects in village centers. Decision criteria include, among others, the quality of the municipal development concept, degree of innovation, sustainability aspects, as well as active citizen participation in the planning and implementation of the projects.
The program aims to promote inner development and ensure the preservation of historically grown and culturally significant building fabric. Within the scope of the funding, measures are particularly supported that target the modernization and barrier-free redesign of buildings – for example, through repurposing, renovation, and expansion. Furthermore, the preservation of village infrastructure is promoted to secure basic functional services and, in part, social cohesion in rural communities. Requirements must be met that ensure adaptation to the regionally typical architectural style while simultaneously addressing high standards regarding energy efficiency, climate protection, and resource conservation.
Applications can be submitted continuously; however, the application must be submitted before the start of the project. In addition to construction measures, the funding also covers the conceptual preparation of change processes through moderation and consulting services, thereby providing municipalities with support in developing participatory concepts. The involvement of citizens as well as the consideration of regional particularities are paramount. This funding aims not only to set structural but also social and cultural impulses to preserve attractive, vibrant village centers and to secure public services in rural areas of Hesse in the long term.
