Funding objective
The Free State of Bavaria supports rural districts and independent cities as sponsors of educational counseling centers in providing low-threshold counseling services for parents, children, adolescents, and families in an adequate and needs-based scope.

Funding requirements
- Providers of educational counseling centers
- Educational counseling center with tasks: counseling of children and adolescents, promotion of upbringing in the family, counseling in partnership, separation and divorce, parental custody and access counseling, support in emergency situations, integration assistance
- Staffed with professionals with psychological/psychotherapeutic or social pedagogical studies (Bachelor/Master) or relevant qualification
- At least 3 professional staff positions and appropriate team assistance
- Utilization of third-party financing contributions and provision of appropriate own contributions

Description
Within the framework of this funding, the Free State of Bavaria provides public institutions with resources to ensure a broad, low-threshold advisory service for parents, children, adolescents, and families in parenting counseling centers. The goal is to strengthen the staffing with qualified professionals from psychology, psychotherapy, social pedagogy, and related disciplines in all regions of Bavaria. The project duration is 12 months each, and applications can be submitted throughout the year. As a subsidy, partial personnel costs are covered so that, for example, preventive family education, outreach services, and crisis interventions can be implemented according to demand. With this measure, the Bavarian State Ministry for Family, Labor, and Social Affairs contributes to the comprehensive provision of parenting counseling and promotes cooperation with schools, courts, and other social institutions.
Eligible to apply are districts and independent cities that staff their counseling centers with at least three full-time professional positions and appropriate team assistance. Expenses for professional staff with a university degree (up to €19,700 per position), a university of applied sciences degree (up to €14,300), or a specialized academy degree (up to €10,740) are funded. The provision of own services and, if possible, the participation of third parties in the costs are prerequisites. The application must include the form rfm_13-128 as well as attachments for personnel costs and cost overview and the financing plan; for initial funding, proof of training serves as evidence. The approval period corresponds to the fiscal year.
