Support for Civic Education Work in Vienna ("Academy Funding")

In Vienna, civic education work by political parties is specifically supported by the city through financial grants awarded to legally recognized non-profit entities. Eligible recipients are those organizations designated by a party represented in the city council with at least three mandates, whose statutes are dedicated to civic, political, and cultural education in accordance with the principles of the Federal Constitution. The funds may be used for training sessions, seminars, lectures, inquiries, working groups, distance learning courses, scholarships, and publications. A key requirement is that the organization does not aim to generate profit and that its statutes provide for an annual audit of fund usage by certified public accountants. The funding is granted for each calendar year and can be utilized from the date of application until January 31 of the respective funding year.

With this grant, the City of Vienna aims to strengthen political participation and provide insights into economic, legal, and social contexts at the state and city levels. The subsidies support both national and international projects of party academies. An annual audit report must be submitted to the City Audit Office by June 30 at the latest to ensure transparency and proper use of funds. Amounts used unlawfully will be reclaimed, and third-party revenues must be accounted for separately. Thus, the academy funding contributes to sustainable democracy promotion by strengthening non-profit initiatives and deepening political awareness among the Viennese population.
