Description

In Saxony-Anhalt, a new grant program promotes the comprehensive provision of underserved areas with high-performance NGA broadband networks. The goal is to strengthen digital infrastructure in rural regions and municipalities, support companies in their competitiveness, and increase the attractiveness of business locations as well as rural areas. Public institutions such as municipalities, municipal associations, districts, and municipal special-purpose associations can receive up to 90% of eligible expenses as a non-repayable grant – investment projects are eligible for funding up to a maximum of €10 million, and feasibility studies up to €100,000. Eligible expenses include, for example, payments to private operators to close profitability gaps, the laying and equipping of empty conduits with fiber optic cables, civil engineering measures, provision of shafts and termination facilities, as well as planning and feasibility studies.

A prerequisite for funding is a formal application by the end of the quarter (March 31, June 30, September 30, December 31) as well as the conduct of a market exploration procedure to determine market failure in areas with fewer than 20,000 inhabitants. The project may only start after approval. Furthermore, a resolution by the responsible body, a cost and financing plan, tender documents, a draft contract with the network operator, proof of independence of the certified experts, and an environmental declaration must be submitted. Technical type of expansion, land ownership, current coverage level, environmental friendliness, and extent of refinancing serve as evaluation criteria. Municipalities and special-purpose associations thus receive tailored support to build and operate future-proof broadband infrastructures in the long term.
