Support for personnel in KBBE with toddler groups and kindergarten groups

The personnel cost funding for early childhood education and care facilities with toddler and kindergarten groups in Vorarlberg supports legal entities from the business sector, non-profit organizations, and public institutions in covering ongoing personnel expenses. Salaries as well as employer contributions and social security charges are subsidized with a grant of 60% to 80% of the recognized costs. For newly established groups, extended funding rates apply during the first four years of operation (up to 80% in the founding year). Applications must be submitted monthly via the digital KIBE platform (ID Austria required) – by the end of the following month, and for December by no later than January 10. Compliance with relevant legal provisions and regulations as well as the correct allocation of employed care personnel according to guidelines on group size and percentage of positions is required.

In addition to the digital funding process, the application must include submission of guideline documents, budget estimate, bank confirmation, detailed data sheet, consent form, personnel documents (CV, proof of qualifications, certificate of good conduct), and evidence of personnel deployment. The funding has been continuously available since January 1, 2020, and is granted directly by the Vorarlberg state government. The objective is the sustainable strengthening of quality and continuity in local toddler and kindergarten care. Interested legal entities receive a detailed funding overview after successful application review and benefit from an efficient, digitalized procedure that ensures transparency and minimizes administrative effort.
