Funding for Municipal Bicycle and Pedestrian Infrastructure (LGVFG-RuF)


The state of Baden-Württemberg is providing over €400 million within the framework of the State Municipal Transport Financing Act (LGVFG) for the period 2025–2029 for the expansion and modernization of municipal bicycle and pedestrian networks. Eligible for funding are public entities such as cities, municipalities, districts, and municipal associations that focus on closing gaps in existing bicycle path networks, increasing traffic safety, and promoting sustainable mobility. Funding is provided, among other things, for the construction of new bicycle and pedestrian paths, the installation of bicycle traffic facilities with directional signage, as well as safe crossing points for pedestrians. The retrofitting of traffic-important facilities to achieve full accessibility and innovative climate protection measures such as e-charging infrastructure for bicycles and pedelecs are also within the scope of funding.


The funding rate ranges from 50% to 90% of eligible expenses (planning and construction costs), depending on the type of project: measures to eliminate level crossings, accessibility, or particularly climate-friendly projects are subsidized up to 75%. In combination with the special program "City and Country," funding increases up to 90%. Projects can be registered annually by October 31; the formal grant application must be submitted to the regional administrative authorities after inclusion in the funding program. The goal is to enhance the pedestrian and bicycle network so that attractive connections for everyday traffic are created, network gaps are closed, and climate-friendly mobility options are sustainably strengthened.
