Description

The funding program "sustainable integrated mobility plans" supports Hessian municipalities in initiating a comprehensive, future-oriented transport development. Funding is provided for positions in the upper or higher service levels (pay group 13 or A 13) for up to 30 months, as well as directly related material expenses (max. €60,000). A non-repayable grant is financed, usually amounting to 70% of eligible expenses for the development and 50% for implementation management – up to a cumulative funding intensity of 90%. Eligible applicants are municipalities, cities, districts, and municipal associations headquartered in Hesse that are creating or have already adopted a mobility plan according to the European SUMP guidelines. Prerequisites include the submission of a project concept, a municipal political resolution, and a financing and schedule plan. During the development phase, municipal, district, and regional administrations are involved and planning, transport, and environmental departments are networked. Implementation is accompanied by a mandatory course "Compact Mobility Planning," which the Hessian Center for Sustainable Mobility Planning offers as a free qualification program.

The funding objective is the development of comprehensive transport concepts that increase accessibility, ensure social participation, and integrate climate protection goals. The core focus is on the SUMP principles: networked collaboration across administrative boundaries, citizen and stakeholder participation, fact-based analysis, strategic vision development, integrated measures planning, as well as monitoring and evaluation. The funded personnel initiate, coordinate, and support technical planning, procurement, and information activities on site, so that sustainable mobility offerings in Hesse can be implemented in a future-proof, climate-friendly, and everyday practical manner. Upon successful completion of the funded measures, the granting authority prepares a usage report and a technical expert opinion. Applications can be submitted continuously, with decisions made by HA Hessen Agentur GmbH. Municipalities that emphasize their commitment to the transport transition benefit from tailored personnel and technical support for the realization of sustainable mobility planning.
