Description

The program "Promotion of Sustainable Integrated Mobility Plans" of the Hessian Ministry of Economics, Energy, Transport, Housing and Rural Areas supports Hessian municipalities in developing forward-looking mobility concepts. The measure is aimed at municipalities, cities, and districts that want to design their transport sustainably and advance climate neutrality in the transport sector. Funding is provided for the independent creation of a mobility plan as well as efficient implementation management within the framework of concrete action packages. The funding is based on the European SUMP guidelines and integrates proven planning approaches, in which participation and evaluation principles play a central role. Particular emphasis is placed on the involvement of citizens, experts, and interest groups.

Financial support is granted as a subsidy and covers up to 70% of eligible expenses, with funding rates of up to 90% achievable when additional federal or EU funds are utilized. Eligible expenses include, among others, planning costs, implementation costs, and project management expenditures. For the application, it is necessary to submit, alongside a meaningful project description, a detailed financing plan and proof of a political resolution within the municipality. This requirement ensures that the mobility plan is already anchored at the political level and enjoys broad acceptance within the municipality.

The initiative intends to sustainably promote the transport transition in Hesse through sustainable and integrated planning. In addition to developing innovative transport concepts, the municipality receives support in monitoring and coordinating implementation processes. This structured approach aims not only to achieve short-term improvements but also to realize long-term sustainability goals, such as reducing emissions and improving quality of life.
