The goal is needs-based emergency care and the enhancement of operational readiness. Eligible for funding are new construction, conversion, expansion, as well as initial equipment and the procurement of emergency vehicles with a funding amount of up to 90% of the recognized costs. Investment measures must be planned in accordance with §§ 26 and 30 of the Emergency Medical Services Act and the administrative regulation VwV-F-RD. Applicants are service providers within the meaning of § 2 para. 1 RDG. The project duration can be up to 84 months, and applications must be submitted electronically via service-bw by March 31 of each year. For the evaluation, needs-based spatial and investment planning, economic efficiency, thriftiness, as well as compliance with relevant DIN and ASR standards are decisive.

Eligible expenses include construction measures (new construction, conversion, expansion), initial equipment, and the procurement of emergency vehicles, while renovation and conventional maintenance costs as well as undocumented own contributions are excluded. Criteria for assessment include needs-based planning, economical use of funds, and technical-structural standards. Essential documents for the funding application are the respective application form (construction measures or emergency vehicles), site and financing plan, procurement documentation, and final utilization report. Through this funding measure, the state makes a decisive contribution to strengthening the emergency infrastructure in disaster control, health, social services, and municipal infrastructure development in Baden-Württemberg.
