Description
The Rural Development Program (ELR) in Baden-Württemberg supports municipalities, businesses, nonprofit organizations, as well as private applicants in the sustainable strengthening of rural communities. As a continuously available grant program, it aims at integrated structural development and particularly promotes the renovation and repurposing of existing buildings in village centers. Additionally, measures to ensure the basic supply of goods and services, the creation of new jobs, and the establishment or preservation of communal facilities such as village community centers are subsidized. The ELR seeks to create vibrant village centers, strengthen regional competitiveness, and establish attractive conditions for all citizens.
Eligible to apply are municipalities, legal entities, partnerships, associations, businesses, and private individuals who submit their projects through the respective city or municipal administration. A prerequisite is that individual projects are integrated into a municipal development plan and are supported by the responsible municipality as the project sponsor. Eligible investments include building renovation and repurposing, basic supply measures, job creation, as well as construction and maintenance of communal infrastructure. Processing is carried out by the regional administrative authorities, while approval and accounting are handled by the L-Bank. Through its flexible funding structure and broad thematic coverage, the program makes a significant contribution to the vibrant development and future viability of rural areas in Baden-Württemberg.
