The program supports investment projects for the modernization or restructuring of inter-company vocational training centers (ÜBS), the further development into competence centers, as well as the development of flagship projects and qualification concepts for vocational education and training. Additionally, personnel and material expenses related to the establishment and expansion of competence centers or flagship projects can be funded.

Purpose and Scope of Funding
The program supports investment projects for the modernization and restructuring of inter-company vocational training centers in Lower Saxony and promotes their further development into competence centers. Projects for the equipment and redesign of workshop and classroom spaces, the development of flagship projects, as well as qualification concepts are eligible for funding. Additionally, personnel and material expenses for the establishment and expansion of competence centers or flagship projects can be subsidized. Funding is provided as a non-repayable grant with a funding rate of up to 20% of the eligible expenses; applications can be submitted continuously to the Investment and Development Bank of Lower Saxony (NBank).
Eligible Applicants, Requirements, and Eligible Expenses
Eligible to apply are legal entities under public law as well as non-profit legal entities under private law that operate inter-company vocational training centers in Lower Saxony. At least 50% of the capacities must be used for supplementary inter-company vocational training. Demonstrably required prerequisites include economically reasonable utilization, alignment with operational needs, and assurance of overall financing. Eligible expenses include investment costs for modernization, restructuring, and equipment, personnel costs and material expenses for the expansion of competence centers, travel expenses in accordance with the Federal Travel Expenses Act, as well as a flat rate of up to 10% of personnel costs for general business expenses. Costs for building maintenance and repairs, financing costs, ongoing operating expenses, consumables, administrative expenses (except project management), and relocation costs are not subsidized. The application must include, among other things, a detailed project concept, explanations of the cost calculation, utilization reports, proofs of suitability, skilled labor requirements, and accessibility compliance.
