Description
The Ministry of Social Affairs, Health and Sports in Mecklenburg-Western Pomerania supports innovative projects aimed at strengthening outpatient medical care in rural areas. The funding program targets public institutions, companies, and private individuals who wish to realize the construction, expansion, conversion, or acquisition of buildings for health centers as well as general practitioner and pediatrician practices. The focus is particularly on regions experiencing or threatened by a shortage of general practitioners or pediatricians; therefore, projects implemented in rural areas according to the State Spatial Development Program 2016 are given special consideration. Funding is granted as a non-repayable grant, with eligible expenses covering new construction costs, expansion and conversion costs, as well as the purchase price of buildings.
The program places great emphasis on a comprehensive care concept that prioritizes sustainable care strategies. Applicants must submit a detailed overall concept, including a care concept, to demonstrate the quality of the planned facility. In particular, for health centers, the submission of a statement from the locally responsible spatial planning authority is required, confirming the spatial planning appropriateness of the project. Additional criteria considered in the evaluation include economic efficiency, sustainable personnel recruitment, and the integration of additional care services such as pharmacies or physiotherapy. The funding rate varies depending on the type of recipient: recipients under public law can receive up to 75 percent of eligible costs, while recipients under private law can be supported with up to 65 percent.
Within the framework of the funding, projects with a duration of up to 120 months are supported, with financial grants of up to €750,000 for health centers and up to €140,000 for general practitioner or pediatrician practices possible. The funding measure aims to sustainably improve medical infrastructure and increase care security in rural areas. In addition to construction measures, the long-term operation of the funded facilities over a period of at least ten years is mandatory. Through the funding, not only investment costs are reduced, but also future-oriented care services are created that meet regional requirements. This funding program thus offers valuable support for stakeholders dedicated to sustainably securing and further developing access to outpatient health services in structurally weak regions.
