Description

Funding of Institutions for Homeless Assistance in Vorarlberg aims to support non-profit and public providers in shaping essential aid services for homeless people. Both outpatient services such as day centers with basic care (food, showers, laundry) and counseling and emergency overnight shelters are funded. The range of services includes psychosocial support for stabilization, legal and material advice to enforce social claims, as well as assistance in accessing non-profit housing. This is complemented by temporary emergency accommodations, longer-term housing options, and day-structuring measures such as craft activities and leisure programs. Beyond immediate care, the program promotes initiatives to improve socio-political framework conditions – for example, adapting the registration law or establishing a nationwide social assistance law.

Eligible are professionally qualified institutions providing outpatient and residential homeless assistance with demonstrated experience in social care and support. Funding is provided in the form of a grant; applications can be submitted continuously and have been valid indefinitely since 01.01.2013. Requirements for application include submission of a comprehensive business plan, financial statements and accounting, an activity report, as well as a service agreement. The objective of the measure is to systematically close gaps in care, strengthen the social participation of homeless people, and establish sustainable structures in homeless assistance.
