Funding of energy and heat concepts including necessary preliminary assessments and investigations for new and existing neighborhoods with at least 20 residential units in the single-family or semi-detached house sector or 30 residential units in the multi-family house sector. The goal is to examine various solution variants to achieve climate neutrality by 2045 and to identify those with the lowest CO₂ avoidance costs.

Description
The funding program "Promotion of Heat Concepts for Districts" of the state of North Rhine-Westphalia supports municipalities, companies, educational institutions, non-profit organizations, as well as private individuals in developing future-proof and climate-friendly heat supply concepts for new and existing districts. Funded are provider-neutral consulting services, preliminary assessments, and studies that examine at least three different heat supply scenarios – ranging from renewable heat sources through storage technologies to sector coupling. Districts with at least 20 residential units in single-family or semi-detached houses or 30 residential units in multi-family houses can benefit from a grant covering up to 60% of eligible expenses, but no more than €45,000 per district. The goal is to achieve climate neutrality by 2045 at the lowest possible CO₂ avoidance costs and to transparently present the energy standards of buildings.
Applications can be submitted until June 30, 2027, as long as budget funds are available. A prerequisite for approval is the location of the district in North Rhine-Westphalia, independent execution by qualified consultants, and submission of a cost estimate or offer. In addition to the project description, a financing plan, proof of qualifications of the consultants, and a PIN code confirmation must be submitted. The review is conducted electronically via the Förderportal.NRW; after a positive review, the applicant receives the funding notice and can commission the measure. The funding results in tangible planning outcomes that complement municipal heat planning and provide solid support for investment decisions in new construction and district renovations.
