Funding objective
The state of Baden-Württemberg supports local authorities (including municipal enterprises), public-law associations (special-purpose associations), and municipal companies in the implementation of sustainable water management projects to ensure public water supply and wastewater disposal, as well as hydraulic engineering and aquatic ecological measures.

Description
The Ministry of the Environment, Climate and Energy Sector of Baden-Württemberg specifically supports municipal projects aimed at the sustainable assurance of public drinking water supply, wastewater disposal, as well as aquatic ecological measures. Eligible for funding, in addition to traditional investment and engineering costs, are expenses for the elimination of organic trace substances, hydraulic flood protection measures, and near-natural watercourse developments. Eligible applicants include local authorities including municipal enterprises, public-law associations (special-purpose associations), and municipal companies in private legal form with more than 50% municipal ownership. Certain large associations (e.g., Lake Constance Water Supply, State Water Supply, Northeast Württemberg, and "Kleine Kinzig") are excluded. Close coordination with the lower water authority and proof of a water law permit are prerequisites for approval.
Funding is provided in the form of a partial grant with funding rates between 20% and 85%, depending on water/wastewater charges, urgency, and general benefit. A project duration of up to 36 months is granted. Administrative costs, incidental costs such as land acquisition costs, compensations, internal development, and plant renovations are not funded. Selection is based on criteria such as water management urgency, benefit to the public, and economic efficiency of the project. For the application, among other documents, the following must be submitted: project description, cost and financing plan, overview and construction plans, explanatory report, water law permit, economic efficiency proof, and calculation of charges (template 1 FrWw). Applications must be submitted in duplicate to the responsible lower water authority no later than October 1 of the year prior to project commencement.
