Description

The Federal Gigabit Directive (Gigabit-RL 2.0) promotes the nationwide expansion of high-performance broadband networks in underserved municipalities and municipal associations across Germany. Public institutions such as districts, cities, municipalities, and municipal associations can apply for grants covering 50% to 70% of eligible expenses. Additionally, consulting subsidies of up to €50,000 per municipality or €200,000 per district are provided. The goal is to achieve symmetrical gigabit internet (≥ 1 Gbit/s) in white spots (< 200 Mbit/s symmetrical) and gray spots (< 500 Mbit/s download) by closing profitability gaps and establishing municipal operating models. A prerequisite is a conducted market exploration procedure to determine market failure, coverage of all addresses in the project area, and a minimum funding rate of 50%. The project sponsor aconium GmbH supports the procedural implementation, while the Arnsberg District Government (State of NRW) is responsible for approval.

Applications are submitted within the framework of nationwide funding calls, which take place once or twice a year – dates are published on the portals of the project sponsor aconium and the Arnsberg District Government. Applications are evaluated according to the criteria catch-up needs, synergy utilization, digital participation in rural areas, and inter-municipal cooperation. Eligible expenses primarily include civil engineering services, empty conduit and fiber optic work, as well as consulting services. Through technological neutrality and the possibility of alternative installation methods, efficient and future-proof digitalization is promoted. The Gigabit-RL 2.0 thus enables connection to the digital high-speed world even in structurally weak areas and thereby contributes to strengthening regional value creation and social participation.
