The Hamburg Donation Parliament supports non-profit associations, initiatives, and social enterprises in Hamburg that implement projects addressing poverty, homelessness, and isolation. Grants are available both as seed funding for new ideas and concept phases as well as bridging aid for services in distress. Support is provided in the form of reimbursements for material and personnel costs and is limited to a maximum duration of one year. Only projects whose sponsors are recognized by the tax office as non-profit or charitable and that arise after the parliamentary session are eligible for funding. There is no cap on the grant amount; the level of funding depends on the specific project costs and the economical use of funds.
Interested organizations may submit a digital application continuously, including their tax exemption certificate, cost and revenue plan, and organizational logo. Evaluation criteria include non-profit status, urgency of need, project location in Hamburg, and objectives benefiting people affected by poverty, homelessness, or isolation. After review by the finance commission, a project supervisor develops proposals that are voted on in the Donation Parliament. The presence of a project representative is required for the decision. Upon approval, the presidium informs the applicant in writing about payment and the proof of use, which must be submitted informally as a factual report with a numerical presentation of all income and expenses. Unused funds must be returned. Application deadlines correspond to the session cycles, with dates announced in due time.
