Funding objective
The goal of the program is to increase both the quantity and quality of funding applications submitted under the EU Framework Programme "Horizon Europe" in order to enhance the success rate with the European Commission. This is achieved through the promotion of external consulting services (proposal reviews).

Description
The funding program Horizon Europe Application Fit of the State of Upper Austria supports companies, non-profit organizations, and public institutions in the preparation and submission of EU funding applications within the framework of Horizon Europe. The goal is to increase both the number and the quality of submitted proposals, thereby enhancing the chances of success with the European Commission. For this purpose, external consulting services in the form of proposal checks are funded. Funded entities must have their headquarters or a branch office in Upper Austria and implement project coordination on site. The funding is provided as a non-repayable grant and applies to all company sizes – from small and medium-sized enterprises to large corporations and research institutions based in Upper Austria.
To benefit from the funding, external consultation by a qualified institution must be conducted at least ten days before submitting the EU application to the European Commission. The state funding application must be submitted no later than one month after the EU application submission. Eligible expenses exclusively include the costs for external proposal checks. For the application, the completed state funding form including attachments as well as the Expanding Horizon Europe form are required. Electronic submission is made via the Upper Austria Economic Portal. The application period runs from January 1, 2024, to December 31, 2026. This program specifically supports Upper Austrian companies and research institutions in accessing EU funds and sustainably strengthens innovation.
