Description
The funding program “IBB Social Housing Modernization” was aimed at owners and other authorized holders of rental housing stock in the state of Berlin who wanted to implement comprehensive modernization measures to increase energy efficiency and reduce CO₂ emissions. Eligible for funding were structural and technical system renovations that, upon completion, achieved at least the Efficiency House Level 85 according to the technical minimum requirements of the BEG WG (as of 12/09/2022). Reimbursable expenses included not only the pure investment costs but also consulting, planning, and construction supervision services by experts, as well as necessary surrounding measures. Additionally, electricity-generating systems based on renewable energies (e.g., photovoltaics, wind power, CHP systems, electricity storage) could be funded, provided no other funding under the EEG was claimed for these. The funding rate was 100%, with a maximum funding amount of up to EUR 650 per square meter of living space, depending on the achieved Efficiency House level.
To meet the funding requirements, the measures must not have been started at the time of application submission. A valid energy demand certificate, execution by specialized companies, and compliance with rent and occupancy restrictions for the funded units were mandatory. Non-eligible for funding were, among others, oil- or gas-operated heat generators, boarding or holiday homes, as well as renovations of owner-occupied property. The application had to be submitted to the Investitionsbank Berlin together with the document checklist, the application confirmation, and the valid energy demand certificate before the project start. As the program has been terminated with immediate effect, no applications are currently possible; a follow-up program is in preparation.
