Description

IBB Social Housing Modernization supports owners and authorized holders of rental housing stock in Berlin in comprehensive energy-efficient renovation. The goal is to increase energy efficiency, reduce CO₂ emissions, and preserve affordable housing through rent and occupancy restrictions. Municipal and private housing companies, housing cooperatives, as well as landlords and investors can apply for grants of up to 650 EUR per square meter of living space. Additionally, flat-rate grants of up to 150 EUR for modernization measures that enhance residential quality and 100 EUR for building-related additional costs are available. The funding covers up to 100% of the investment costs and extends to structural and technical system measures, consulting, planning and construction supervision services, necessary surrounding measures, as well as electricity-generating systems based on renewable energies.

A prerequisite for grant approval is professional execution by suitable specialized companies and the initial achievement of at least the Efficiency House Level 85 according to the technical minimum requirements of the BEG WG. Only properties located within the state of Berlin, primarily used for residential purposes, and whose construction measures have not yet begun before the application is submitted, are eligible for funding. A valid energy demand certificate must be submitted with the application, and upon completion, an energy efficiency expert confirms compliance with all requirements. Upon completion, the funding establishes rent and occupancy restrictions for up to 15 years. The application must be submitted to the Investitionsbank Berlin before the start of the project; this requires, among other documents, an expert confirmation, a housing market overview, evidence of modernization and additional costs, a current land register excerpt, and proof of identity. Applications can be submitted until December 31, 2025.
