The goal is a comprehensive mapping of existing in-kind benefits, development of a measurement framework to quantify their redistributive effects, and formulation of policy recommendations for a fairer social policy.

Description

The EU research call “Impact of In-Kind Benefits on Income Distribution and Vulnerable Population Groups” supports transnational consortium projects for the systematic collection and evaluation of in-kind benefits in the social sector. The focus is on the comprehensive mapping of in-kind services such as social housing support, health and care services, childcare, and public transport. Based on interdisciplinary social science methods, the consortia develop a robust measurement framework that combines both qualitative and quantitative indicators to quantify the redistributive effect of these benefits on income groups and marginalized milieus in EU member states and associated countries. Experienced researchers and policy makers benefit from well-founded analyses of justice gaps and fields of action for socially balanced EU policies.

Targeted beneficiaries are educational institutions, non-profit organizations, companies, and individuals with research expertise in social, aging, and poverty studies. Financial resources amounting to €3–3.3 million (100% funding rate) are available for multi-phase research and innovation activities (TRL 2–5) over 36 months. A funding prerequisite is the partnership of at least three independent institutions from different countries. Eligible costs include personnel costs, travel expenses, as well as material and administrative costs. The submission deadline is September 23, 2027. Evaluation criteria include the operational excellence of the consortium, the ambition of the methodology, and the added value for EU policy. The goal is not only scientific knowledge gain but also the derivation of concrete policy recommendations to reduce social inequality and strengthen social cohesion in Europe.
