Funding objective
Support for projects aimed at the design, testing, and evaluation of training and qualification modules, as well as for the development and networking of educational networks, in order to improve the educational participation of children and adolescents.

Description
The funding program "Inclusion through Education and Participation" supports municipal administrations in Lower Saxony, educational institutions, and independent providers of child and youth welfare in the development of inclusive educational offerings. Funding is provided particularly for cooperations and cross-institutional educational networks as well as the design, testing, and evaluation of training and qualification modules for all actors involved in education. The goal is to sustainably strengthen the educational participation of children and young people and to reduce barriers in traditional educational structures. Funding is granted as a non-repayable subsidy from the European Social Fund (ESF+) with a funding range of 40% in more developed regions and up to 60% in transition regions. Applications can be submitted year-round, allowing pilot projects or follow-up initiatives with a project duration of up to 24 months to be implemented promptly.
Eligible to apply are municipal authorities in Lower Saxony, legally capable providers of educational institutions, as well as independent providers of child and youth welfare whose registered office and project location are in Lower Saxony. A prerequisite for approval is a secured overall financing plan and proof of specified quality criteria according to the scoring model (e.g., level of innovation, implementation concept, and cross-cutting objectives such as equal opportunities). Eligible expenses include direct personnel and fee costs, remuneration for participants, as well as a residual cost flat rate amounting to 35% of personnel expenses. Projects already financed by other ESF+ programs or EU funds, as well as measures for state administrative employees, are excluded. Applications are submitted electronically via the Investment and Development Bank of Lower Saxony (NBank), following prior technical-content and financial consultation.
