Funding objective
The Saarland supports providers of public and independent youth welfare as well as municipal authorities and day care providers in investments aimed at maintaining and expanding a needs-based infrastructure for the education, upbringing, and care of children. Funding is provided for new constructions, extensions and expansions, conversions, acquisition of buildings, substance-preserving renovation measures (e.g., roof, facade, windows, exterior doors), fire protection and accident prevention measures, as well as equipment investments to create additional care places – particularly for children under 3 years of age.

- Public youth welfare agencies, recognized independent youth welfare organizations, and municipal authorities or other providers of daycare facilities with recognition from the locally responsible youth welfare office
- For equipment investments: a valid permit for child day care according to § 43 SGB VIII for at least three more years
- Funding criterion of additionality: creation of new or replacement of existing care places
- Measures must be implemented between 01.01.2019 and 31.12.2023
- Investment project must be included in the coordinated development planning between youth welfare agencies and the ministry

Description
Investments for the creation of additional childcare places in daycare centers and child day care as well as for substance-preserving renovation measures of daycare centers support providers in Saarland with a grant for the expansion and initial equipment of childcare services. The program promotes new constructions, extensions and expansions, conversions, as well as the acquisition and substance-preserving renovation of building envelopes (e.g., roof, facade, windows, exterior doors). Particular focus is placed on investments to create additional places for children under three years of age. Eligible applicants are public and recognized independent youth welfare providers, municipal authorities, as well as childminders with a permit valid for at least three years according to § 43 SGB VIII. All measures must be completed by 31.12.2023 and be anchored in the development planning of the Ministry of Education and Culture.
Eligible for funding, in addition to replacement new buildings and building acquisitions, are also fire protection and accident prevention measures as well as equipment investments that create new or replacement childcare places. A prerequisite for approval is compliance with the additionality criterion – only new or to-be-maintained places are funded –, securing overall financing, and adherence to the legally prescribed earmarking periods. The form “Application for Initial Equipment for Child Day Care” is available for the application process. Timely submission before the start of the measure ensures prompt processing and contributes to the demand-oriented design of the childcare infrastructure in Saarland.
