Funding objective

The purpose of the grant is to promote literacy courses for asylum seekers, tolerated persons, and recognized asylum seekers with a residence or habitual abode in Bavaria of less than two years, as comprehensively as possible throughout Bavaria. The goal is to enable these individuals to acquire the ability to read and write the German language at the earliest possible stage.

Description

The funding program "Literacy Courses for Asylum Seekers" of the Bavarian State Ministry of the Interior, for Sport and Integration supports non-profit organizations, educational institutions, associations, and public bodies in Bavaria in conducting literacy courses for asylum applicants, tolerated persons, and recognized refugees. The goal is a comprehensive, statewide promotion of learning opportunities for individuals aged 15 and over with a residence of less than two years, in order to impart reading and writing skills in the German language at an early stage. Under certain conditions, participants with a longer residence period may also be supported, provided there are significant deficits in basic education. The courses are based on differentiated diagnostic procedures to determine individual learning levels and to design tailored learning content. A minimum number of three participants ensures efficient group dynamics and qualified pedagogical support.

Eligible for funding are legal entities under public and private law (for private providers with proof of non-profit status). Prerequisites include a detailed course concept with learning level diagnostics, a scope of 60 to 200 teaching units (TU of 45 minutes each, up to 30% alternative learning methods), as well as proof of professional qualification of the teaching staff. The program covers up to 90% of the flat-rate expenses, including €42.23 per TU, €50 per project leader hour, €25 per TU childcare, €5 per TU teaching materials, and 12% indirect costs. Required submissions include, among others, the project concept, quality certificates, financing plan, and participant list. Applications must be submitted no later than two weeks before the course start; the funding period ends on December 31, 2026. Evaluation is based on the quality of the concept, target group reach, and professional competence of the staff.
