Funding objective

Funding requirements

  • Facility must be operated in accordance with the provisions of the Upper Austrian Child Education and Care Act
  • An appropriate portion of the working hours of the educational professionals must be reserved for preparation, coordination, training, parental counseling, and administration
  • Facility must be necessary to ensure a demand-oriented offer (§§ 16 and 17)
  • Legal entity must treat educational staff in terms of service and salary law according to applicable state legal regulations
  • Local municipality or company must be contractually obligated under private law to cover the deficit if they are not the legal entity themselves

Description

The state contribution supports legal entities operating kindergartens in Upper Austria in meeting the demand for qualified early childhood education and care and in complying with the requirements of the Upper Austrian Early Childhood Education and Care Act. Eligible applicants include public institutions, companies, interest groups, other associations, as well as non-profit organizations that operate kindergarten facilities. The grant aims to sustainably secure workplace and care structures and to ensure a pedagogically sound offering. A sufficient portion of the working hours of educational professionals must be reserved for preparation, coordination, further training, parental counseling, and administration. Private providers may also complement the offering, provided that the local municipality or company is contractually obligated under private law to cover the care needs.

A prerequisite is the pedagogical and legal management of the facility in accordance with the Upper Austrian Early Childhood Education and Care Act, including the service and remuneration treatment of personnel according to regional legal provisions. Applications must be submitted to the Upper Austrian Education Directorate no later than December 1 of the previous year. The funding application must be submitted together with the electronically recorded evidence of children's attendance times in the reference period via KBEweb. With this grant, the state government contributes to the stabilization and further development of the early childhood education landscape in the region.
