Funding objective
The aim of the program is to support companies, research institutions, and universities in Schleswig-Holstein that wish to expand their research and development within the framework of application-oriented projects. Projects that promote the development of research and development capacities, innovative technologies, and the transfer of knowledge into marketable products and services are funded – with particular consideration given to the specialization fields defined in the state's Regional Innovation Strategy.

Description
The State Program Economy 2021–2027 supports application-oriented research and innovation projects in Schleswig-Holstein. With the aim of expanding research competencies and intensifying technology transfer into marketable products and services, the program assists companies, research institutions, and universities in the region. The focus is on projects that actively contribute to the energy transition, climate protection, and the transformation towards a circular economy. Future-proof technologies and innovative processes are specifically subsidized – from experimental development to industrial research. Funding is provided as a grant, with flexible co-financing ranging from 25 to 80 percent of eligible costs.
In addition to strengthening research capacities, the program places special emphasis on the transfer of knowledge into the economy and the networking of various stakeholders. Funding prerequisites include an innovative character of the project, a clear alignment with the specialization fields defined in the Regional Innovation Strategy of Schleswig-Holstein, as well as a secured own contribution of at least 10 percent of the total costs. Eligible expenses include personnel costs, material costs, travel expenses, external services, and investment costs. Project evaluation is based on criteria such as degree of innovation, economic relevance, technical feasibility, and sustainable value creation, thereby underpinning the promises of a modern and future-oriented economic structure.
The application procedure is divided into two stages: first, the submission of a project proposal that outlines the fundamental eligibility for funding and the relation to legal and regional objectives. In the second phase, a detailed funding application with concrete cost and financing plans is submitted based on this proposal. This structured approach, supported by the Economic Development and Technology Transfer Schleswig-Holstein GmbH (WTSH) and the Investment Bank Schleswig-Holstein, ensures a transparent, comprehensible, and effective disbursement of funds.
