Description

The LEADER program of the state of Baden-Württemberg supports innovative projects for the sustainable and future-oriented development of rural regions using a bottom-up approach. In the funding period 2023–2027, a total of approximately €76 million in grants is available, with funding rates ranging from 40% to 80% for both investment and non-investment expenses. Eligible recipients include municipalities, businesses (especially farmers and SMEs), non-profit organizations, associations, as well as private individuals in designated LEADER action areas. A prerequisite for funding is the anchoring of the project in the regional development concept, the location of the office or project site within the action area, and compliance with EU and state funding requirements (ELER, ELR, LPR, IMF). Small projects up to €20,000 can also be supported through the regional budget of the action groups with a funding rate of up to 80%.

The program aims to strengthen the regional economy, inter-municipal cooperation, and local citizen participation to address challenges such as climate change, resource conservation, and demographic change in a solution-oriented manner. Selection criteria include alignment with the regional development concept, contribution to sustainability, and potential for networking within the region. Applications are submitted within the framework of regular project calls via the respective responsible LEADER action group; an application form, a financing plan, proof of municipal co-financing, and a de minimis declaration must be attached. Interested project sponsors receive support in preparing their applications and developing their ideas through the office of the respective action group.
