Funding objective
Strengthening the capacities of regions facing challenges related to nutrient pollution in soils and water bodies through the implementation, evaluation, and scaling of innovative solutions developed within the SEACURE project. This includes measures for the prevention, reduction, and remediation of nitrogen and phosphorus surpluses, as well as the development of tailored action plans and governance instruments.

Description
The open call within the framework of the “Oceans and Waters” mission as well as the “Soil Deal for Europe” mission is aimed at local and regional public authorities in EU Member States (excluding AT, BE, IT, GR, ES) as well as Horizon Europe associated countries. It seeks to equip seven selected entities with a grant of up to €100,000 along with an accompanying 18-month support measure. The funding supports innovative approaches for the prevention, reduction, and remediation of nitrogen and phosphorus surpluses in soils and waters of the Mediterranean region. The selected authorities will gain access to expert knowledge from the SEACURE consortium to replicate solution strategies, implement pilot projects, and further develop governance instruments at the regional level.
The focus is on building local capacities: from mobilizing regional stakeholders through workshops and citizen science initiatives to the creation or updating of environmental management plans and tailored upscaling plans. Eligible expenses also include participation in SEACURE project events, training, knowledge transfer, as well as the acquisition of small equipment for pilot activities. Applicant authorities must submit the completed Application Form, the Budget Template, and the Terms of Reference and Applicant Guidelines. The submission deadline is 28 February 2026, 17:00 CET. The project start date is no earlier than 1 November 2026, with a maximum duration of 18 months. The measure promotes active exchange of experience and the development of long-term sustainable strategies to contain nutrient pollution along the landscape-river-sea system.
