Description
The funding program “Sustainable Modernization of Rural Roads” is aimed at municipalities and administrative communities in Baden-Württemberg that wish to sustainably upgrade their central agricultural and forestry roads. Funding is provided for main economic routes, multifunctional and inter-municipal connecting routes, as well as access roads to individual farms whose load-bearing capacity or width no longer meets current requirements. A prerequisite is the submission of a road network concept prepared by the municipality and coordinated with the lower land consolidation authority, as well as evidence of structural necessity and insufficient load-bearing capacity or inadequate width. Investment measures receive a grant of 40% of eligible costs, but no more than €100,000, with a de minimis threshold and mandatory accounting no later than two years after approval. Costs for neglected maintenance repairs, municipal connecting roads, or non-investment measures are not reimbursed.
Interested municipal administrations must submit a complete application including cost estimate, financing plan, declarations on legal validity, and land consolidation guidelines to the responsible lower land consolidation authority before construction begins. This authority forwards the documents with a statement to the State Office for Geoinformation and Land Development. The final opportunity for approval ends on December 31, 2026. After completion of construction work, the verification of proper use takes place, on the basis of which the grant payment is made. The Ministry of Food, Rural Areas and Consumer Protection Baden-Württemberg thus ensures the sustainable strengthening of infrastructure in rural areas.
