Funding objective

Description

The EU funding call "Networks of Towns" under the CERV program targets public institutions and non-profit organizations aiming to establish sustainable town twinning partnerships across Europe. The objective is to build transnational networks between cities and municipalities from at least three EU Member States and to implement joint activities that strengthen democratic participation, cultural diversity, and European values. With a lump sum funding model, innovative engagement for social cohesion and solidarity is to be promoted, and long-term cooperation initiated. Expected outcomes include increased citizen participation, improved exchange on EU citizens' rights, and a deeper mutual understanding that counters discrimination and exclusion.

Eligible applicants are cities and municipalities as well as civil society actors from at least three EU countries who can demonstrate their financial and operational capacity in accordance with the requirements of the call document. Applications must be submitted between 17 December 2025 and 16 April 2026, 17:00 (Brussels time). Evaluation criteria include the network’s relevance to EU values and democratic participation, the quality and balance of the partnerships, as well as the sustainability and long-term impact of the planned measures. The total budget of EUR 12 million provides scope for diverse projects that strengthen the link between local practice and European integration. Supporting documents include the completed application form, a well-founded project description with a work plan, and a detailed budget calculation according to CERV standards.
