NRW.BANK infrastructure financing offers public institutions, companies, and municipalities in North Rhine-Westphalia low-interest loans starting from a credit volume of €5 million to strengthen sustainable infrastructure. Investments in environmental, energy, and transport technology facilities, as well as measures in the areas of social infrastructure and education, are supported. Public-private partnerships, the acquisition of shares in utility companies within the framework of remunicipalization, as well as the construction or acquisition of administrative buildings, are also among the possible uses, along with the provision of the necessary operating resources. In consortium financing, NRW.BANK can assume up to 50% of the total financing, thereby creating financial leverage for regional projects. Thanks to ongoing funding opportunities, project proposals can be submitted at any time, ensuring planning security and flexibility in the implementation of long-term infrastructure projects.

Eligible applicants are local authorities, water and wastewater associations, and other public institutions in direct business, as well as companies in cooperation with a house bank. Essential funding requirements include the sustainable economic success of the project, the investment location in North Rhine-Westphalia, and compliance with binding ESG funding criteria. Companies in financial difficulty are excluded. Evaluation focuses in particular on the viability of the project, fulfillment of environmental, social, and governance criteria, the proposed collateral, and regional value creation.
