Description
Within the framework of the NRW.BANK.Kommunal Invest and Kommunal Invest Plus programs, municipal authorities, legally dependent municipal enterprises, and municipal associations with a KSA risk weight of zero receive low-interest loans of up to 150 million euros per year. This financing option supports long-term investments in municipal infrastructure projects in North Rhine-Westphalia, including measures for climate protection, digitization projects, mobility and traffic initiatives, as well as urban and village development. The goal is to enhance the quality of life locally, strengthen public safety, and sustainably expand cultural, social, and technical facilities. With terms ranging from 120 to 360 months, projects can be flexibly aligned with municipal budget cycles.
Eligible expenses include water supply and wastewater disposal, energy savings and conversion to environmentally friendly energy sources, land acquisition and development, planning costs retroactively up to three years, as well as investments in administration, public safety, and social infrastructure. For loan amounts up to 2 million euros, up to 100% of eligible costs are covered; for higher volumes, up to 50%. Excluded are operating resources, pure capital investments, leasing projects, liquidity loans, equity capital provisions, monument preservation measures on non-public buildings, and refinancing of already completed projects. Applications can be submitted at any time via the direct procedure using the NRW.BANK application form or digitally through the municipal portal. Required documents include, among others, the application form, proof of use, call-off form, information sheet, power of attorney for the promotional loan, and the general terms and conditions.
