Description

The NRW.BANK funding offer includes low-interest loans of up to €150 million per year for municipal school authorities, legally dependent public enterprises, and municipal school associations in North Rhine-Westphalia. The objective is to finance construction and modernization measures at schools, adult education centers, and kindergartens, including land costs, retroactively recognized planning costs (up to three years from the application date), as well as equipment and furnishing costs. Loans up to €2 million can cover 100% of eligible investment costs; for higher amounts, the funding share under the program is a maximum of 50%, while the remaining financing can be provided through the Kommunal InvestPlus program. The terms are ten, twenty, or thirty years with an interest rate fixed for up to ten years. Disbursement is made at 100%, and no commitment fee is charged.

The funding rate varies between 50% and 100%, depending on the amount of eligible investment costs. Applicants must meet the usual formal requirements for municipal loans and observe the binding ESG funding prerequisites. Non-eligible items include operating resources, low-value and non-valued assets, pure capital investments, leasing projects, liquidity loans, equity capital provision, monument preservation measures on non-public buildings, as well as debt restructuring and refinancing of already completed projects. Applications can be submitted continuously before the start of the respective measure in the corresponding fiscal year. Required documents include the application form, the information sheet, the general terms and conditions, and proof of ESG funding prerequisites. Combining this with other funding instruments remains possible, provided the proportional financing stays within the prescribed limits and formal requirements are met.
