Description

Funding for Personal Assistance in the Employer Model
In Salzburg, the Office of the Salzburg State Government promotes an open-ended employer model for personal assistance in the private sector within the social domain. People with severe physical, cognitive, or psychological impairments aged 18 to 65 receive a 100% subsidy covering all wage costs as well as social security and statutory contributions for self-organized assistants. Material costs such as travel expenses or entrance fees are not considered. This funding aims to strengthen self-determination and independent living in one’s own household. When receiving care allowance, the measure is regarded as a supplementary benefit without requiring a personal financial contribution. Applicants assume full responsibility for the organization and all labor, tax, and social security obligations within the framework of the employer model.

Prerequisites for approval include Austrian citizenship or an equivalent residency status, main residence in the state of Salzburg, and proof of disability according to the Salzburg Participation Act. Furthermore, it is expected that assistance recipients demonstrate competence in guidance, organization, personnel management, and financial administration and either maintain their own household or live within a family unit. Eligible expenses exclusively include wage costs as well as social security and statutory contributions. Material costs are not covered by the subsidy. Required documents include, among others, proof of citizenship, authorization of representation, copies of the disability pass or corresponding certificates, as well as case-dependent documents.
