Funding objective
Personal assistance enables people with disabilities to lead a self-determined and integrated life in a self-chosen living arrangement, ensures remaining in the familiar environment as an alternative to institutional care, and contributes to an improved quality of life. The service recipients themselves determine, as clients, the location and content of the assistance as well as the person who is to provide the assistance service. Funding is granted according to the provider model or the client model.

Funding requirements
- Application to the competent district administrative authority
- People with disabilities according to § 2 Upper Austrian Equal Opportunities Act
- Union citizens or persons with equivalent residence status or permanent residence permit
- Main residence or permanent stay in Upper Austria
- No entitlement to comparable benefits under other legal provisions (except Upper Austrian Social Assistance Act 1998 and Upper Austrian Minimum Security Act)

Description
Personal assistance in Upper Austria supports people with disabilities from the age of six in living independently and integrated within their familiar living environment. As an alternative to residential facilities, the grant ensures the financing of individually tailored assistance services according to the carrier model or the client model. The service recipients themselves determine the location, scope, and person providing the assistance. Funding covers, among other things, assistance hours, flat-rate travel expenses, costs for further education and training, as well as documentation efforts. The program aims to improve quality of life and enable participation in social life. A decision is initially valid for 12 months and can be extended up to 36 months. The continuous application possibility without a deadline ensures flexible support needs and timely implementation.
Eligible for funding are private individuals, non-profit organizations, and public institutions with main residence or permanent stay in Upper Austria. Applicants must be recognized as persons with disabilities according to § 2 of the Upper Austrian Equal Opportunities Act and must not receive comparable benefits under other legal provisions. For application submission to the responsible district administrative authority, proof of residence permit, medical certificate, income, and asset documentation are required. Compliance with the legal requirements constitutes the sole evaluation criterion. Interested parties receive detailed information and application documents directly from the district administration to implement their project promptly and to live independently in their own home in the long term.
