Description
The ScaleDem Scaling Grounds: Twinning Programme is a twelve-month, structured peer-to-peer learning offer for scaling democratic innovations within the EU and associated Horizon Europe countries. In so-called Communities of Practice, mentors who have already implemented successful scaling actions work together with mentee organizations on replicating and adapting these proven methods. Participants co-design action plans, test context-specific scaling strategies, and document progress in a joint report. The funding period extends from October 2026 to September 2027. Up to eight twinning communities will each receive a lump sum grant of up to €65,500 per community, which can be used for personnel expenses, travel costs, community meetings, as well as documentation and evaluation costs. The program includes three physical meetings, regular online sessions, and individual coaching sessions to reflect on experiences and ensure sustainability.
Eligible for funding are public institutions, non-profit and educational organizations, SMEs, think tanks, universities, as well as mission-oriented enterprises based in an EU Member State or a Horizon Europe-associated country. Applications can be submitted either as a single organization or in consortia and may apply as a mentor or mentee. Key selection criteria include relevance, impact, team quality, transparent use of funds, and sustainability. Applications can be submitted from 1 December 2025 until 31 March 2026 (23:59 local time) via the online application form. Required documents include the completed application form, a project description, and the Declaration of Interest. The Twinning Programme creates practice-oriented knowledge while simultaneously strengthening democratic participation sustainably at the European level.
