The Free State of Bavaria supports municipalities in implementing measures that sustainably strengthen the local social environment. Projects are funded that, among other things, aim to establish cooperatives, introduce care coordinators, create care crisis services, and develop preventive care offerings as well as model projects to improve outpatient care.

Description
The guideline "Good Care in Bavaria – GutePflegeFöR" supports municipalities in Bavaria in developing needs-based and sustainable care concepts within the local social environment. The focus is on measures that enable people to remain in their familiar surroundings for as long as possible, even when in need of care. The funding program promotes the development of innovative concepts such as cooperatives in care contexts, the establishment of municipal care navigators, the implementation of care crisis services, as well as the development of care-preventive offers and model projects to improve outpatient care. This funding aims not only to strengthen existing structures but also to create new, tailored services for people in need of care or at risk of requiring care – including support for relatives and close associates.
Eligible for funding are measure-related personnel expenses and non-investive material costs, with municipalities being the sole eligible applicants. Due to the needs-based orientation, the funding rate varies depending on the local supply situation: financially weak municipalities can receive up to 90% of eligible expenses, while other municipalities may receive a rate of 70% to 80%. The planned project duration extends over a period of up to 36 months, allowing for longer-term measures to be supported. As part of the application process, detailed cost and financing plans as well as comprehensive project descriptions with professional conceptualization must be submitted. A minimum own contribution of 10% of the total eligible expenses is also required to ensure responsibility and sustainable financing.
The call invites municipalities to develop concrete measures tailored to local needs. In addition to the professionalism and coherence of the overall concept, the proportion of people in need of care in the respective municipality and the urgency of the planned projects are decisive for the evaluation of applications. Applications must be submitted by March 1 or September 1 of each year at the latest – at least six months before the planned start of the measure. Through financial support under this funding guideline, care structures are to be made future-proof, innovative care services established, and thus the quality of life and independence of those affected sustainably improved.
