Description
The funding program STARK supports transformation and structural change projects in German coal regions and at former coal power plant sites. The goal is the sustainable, economic, and social development of structurally weak regions through targeted innovation and investment initiatives. Eligible costs include investment expenses, planning and engineering services, as well as personnel costs for project management. Public institutions, municipal companies, start-ups, small and medium-sized enterprises, as well as non-profit organizations can apply for a grant, provided the project is implemented in defined coal regions and economic viability and sustainability are demonstrated. Compliance with the BAFA guidelines for STARK and the submission of a detailed financing and economic viability plan are mandatory funding requirements.
In project selection, the contribution to sustainable structural development, the degree of innovation of the project, and the financing structure play a decisive role. In addition to the formal requirements for the application form, project description, and regional location proof, the Federal Office for Economic Affairs and Export Control (BAFA), as the implementing authority, provides the regulatory framework. The Federal Ministry for Economic Affairs and Climate Action (BMWK) funds the program within the framework of nationwide regional funding and thus actively promotes structural change in former coal regions.
