Description

Under the title Increasing and Further Developing the Digital Maturity of the Public Health Service in Germany, the Federal Ministry of Health funds model projects that implement technical and procedural modernization measures. Using an established maturity model, the digital status of public health service (ÖGD) institutions under municipal and state responsibility is measured, analyzed, and purposefully further developed. The focus is primarily on solutions to strengthen infection control as well as the optimization of administrative processes in the areas of digitization, infrastructure, health, urban development, and labor and social affairs. Thanks to 100 percent deficit financing, all eligible additional expenses can be fully covered. Funding calls take place in multiple rounds until December 31, 2026, enabling long-term planning security.

Eligible for funding are municipal authorities, municipal associations, inter-municipal cooperations, and state agencies that perform public health service tasks. A prerequisite is a self-assessment of the digital maturity level before the project begins, as well as proof of a significant increase within the framework of the model project. Further conditions include timely project start, willingness to engage in regular professional exchange—such as via the AGORA platform—and reporting on specified deadlines. The information technology systems must be interoperable, meet the highest requirements for information security and data protection, and comply with existing accessibility regulations. Collaboration in consortium projects must be governed by a written cooperation agreement. Eligible expenses include personnel costs, material and travel expenses, project-related investments, IT security tests, consulting services, as well as infrastructure and software development. Applications are submitted in a single stage to VDI/VDE Innovation + Technik GmbH and require a complete funding application including supplementary documents.
