Support to the implementation of an EU policy framework for CO2 transport and storage infrastructure

This funding opportunity supports stakeholders in the network for CO₂ transport and storage infrastructure in preparing for and implementing the upcoming EU legal framework. It is aimed at companies, public institutions, educational establishments, and non-profit organizations based in EU member states or associated countries. The objective is to promote technical harmonization, cross-border integration, and interoperability, as well as to create investment incentives for new infrastructures. The focus lies on analyzing market and cost structures, examining liability issues along the value chain, and developing concepts for the reuse of existing transport pipelines for CO₂ and renewable gases. Another emphasis is on preparing measures to ensure competent regulatory authorities, third-party access, and tariff regulations.

The total funding volume amounts to €5,000,000 with a maximum funding rate of 100%. Eligible costs include personnel expenses, material costs, travel expenses, and subcontractor services. Real estate acquisitions and retrospective costs are not eligible for funding. Applicants must be registered in the EU Participant Register, demonstrate sufficient financial and operational capacity, and comply with the submission deadline of 31/03/2027, 17:00 (Brussels time). Required documents include the application form, a market consultation report, tender documents, and a detailed project plan. The application process opens on 03/12/2026. Projects will be evaluated based on the degree of innovation, quality of the implementation plan, efficiency of execution, and potential impact.
