Funding objective

Support for the creation of harmonized data sovereignty frameworks within the EOSC and the implementation of secure, efficient, and legally compliant mechanisms for cross-border data exchange between EU Member States, scientific disciplines, and third countries with an adequacy decision.

Description

The funding initiative “Trusted frameworks for secure and efficient data sharing in EOSC” targets consortia from public research institutions and coordinators in the field of data infrastructure. Within this EU-wide cooperation program, harmonized frameworks for data sovereignty are to be created, and secure, efficient, and legally compliant mechanisms for cross-border data exchange are to be developed. The measure, endowed with grants between €3,000,000 and €5,000,000 at a funding rate of 100%, supports personnel expenses, material and travel costs, as well as subcontractor services. Eligible to apply are at least three independent legal entities from different EU Member States or associated countries with proven expertise in transnational research infrastructure projects and EOSC-relevant technologies. Submission takes place in a single-stage call by 16.06.2026 via the EU Funding & Tenders Portal platform.

The core of the project is the realization of interoperable and trustworthy solutions that comply with European data protection and data sovereignty regulations while enabling seamless collaboration between EU Member States, scientific disciplines, and third countries with an adequacy decision. Evaluation criteria include innovation content, quality of methodology, and efficiency of project implementation. Required documents include the application form Part A, the technical description Part B, CVs of the project leadership, and a financial plan. The projects should build on existing INFRAEOSC results, demonstrate case studies on data provenance, and provide templates for secure data management and licensing procedures. Through close coordination with the EOSC Federation, a sustainable embedding in the European Open Science Cloud is to be achieved.
