Funding objective

The goal is to research, compare, and validate policies, regulations, instruments, and business models that promote the renovation and provision of affordable rental properties in an energy-efficient, sustainable, and socially responsible manner. Robust methods for comparing tenant affordability are to be developed, and new solution approaches quantified.

Description

The Horizon Europe call “Validating policies and business models for affordable and sustainable housing (Built4People Partnership)” supports transnational consortia of research institutions, public bodies, and companies to investigate, compare, and validate policies, regulations, instruments, and business models. The objective is to renovate and provide affordable rental housing that is energy-efficient, sustainable, and socially acceptable. Accompanying this, methods for comparability of tenant affordability are developed and new solution approaches quantified. The call is anchored within the EU-wide Built4People Partnership and offers a budget of €5 million per project with 100% funding over a duration of 36 months. Requirements include the participation of at least three independent partners from different EU Member States or associated countries, experience in EU research projects, and EU-established legal entities.

From submission until project start (from 05/05/2026), applicants may claim personnel, material, and travel costs as well as subcontracting. Real estate acquisitions and retrospective costs are not eligible. Evaluation criteria include the degree of innovation, effectiveness and viability of the business models, as well as the quality and efficiency of implementation. The submission deadline is 15/09/2026, 17:00 Brussels time. Required documents: project description, financial plan, and CV of the project leader. The call contributes to the Green and Digital Transition, supports the Renovation Wave strategy, and promotes measures to improve quality of life in European housing stock.
