Description

In Salzburg, the program "Full Education in Child and Youth Welfare Institutions" ensures the accommodation of children and adolescents in a variety of residential forms, such as crisis facilities, socio-pedagogical shared apartments, children's village families, or assisted living. Through a subsidy, non-profit organizations and public institution providers are financially strengthened to guarantee comprehensive care including pocket money and permanent or crisis-related educational support. The funding aims not only to protect the acute welfare of the child in strained family situations but also to support long-term personality development and thereby promote social integration. Applications can be submitted continuously and are valid indefinitely to provide continuous, needs-based financing. The providers deliver services in accordance with § 21 of the Salzburg Child and Youth Welfare Act, with financing carried out within the framework of tariff funding.

Decisive for the entitlement to funding is the classification by the district administrative authority, according to which remaining in the family of origin is not justifiable due to the overall domestic situation. As part of the approval process, proof of the income situation of the persons responsible for care and maintenance must be submitted, as this determines the individual cost contribution. The Office of the Salzburg State Government processes the applications, while recognized child and youth welfare providers must demonstrate professional supervision and an annual financial statement. Maintenance obligors are called upon to contribute to any potential costs, with the amount based on their financial capacity. Furthermore, all funded institutions are subject to regular professional monitoring and financial audits. This structured procedure ensures reliable financing of in-kind services and thus sustainably supports the care infrastructure for disadvantaged minors.
