Description
The funding measure "Full Upbringing – Foster Child Allowance and Foster Care Contribution" of the state of Carinthia supports foster caregivers as well as close relatives who take children and adolescents into their care outside their previous living environment when the child's welfare is at risk. Based on a voluntary agreement with the state of Carinthia or an official order, foster care and upbringing are entrusted to suitable foster persons after the district administrative authority has verified their personal suitability, including health and family circumstances. The measure is aimed at private individuals with proven qualifications and requires income statements of the child's parents as application documents. Applications can be submitted at any time; the regulation has been in effect without a time limit since 01.01.2014.
Funding is provided for the monthly foster child allowance, a one-time equipment lump sum at the beginning of the foster relationship, as well as additional special benefits in cases of increased care or material needs. The foster care contribution is based on the personal and economic circumstances of the foster caregivers and can amount up to the level of the foster child allowance. The aim of the funding is to comprehensively compensate the effort associated with care and upbringing and to provide children and adolescents in crisis situations with a protected living environment. Department 4 of the Carinthian State Government – Family Support, Child Protection, and Child and Youth Welfare – is responsible for deciding on the allocation of funds and ensures continuous performance monitoring within the framework of assistance planning.
