Support for rental housing promotion, modernization of rental apartments, rental housing promotion on the East Frisian Islands, promotion of communal living arrangements, creation of dormitory places for students and trainees, acquisition of occupancy and rental commitments, as well as home ownership promotion to provide households with adequate housing.

Description
The 2019 Housing Promotion Program of the State of Lower Saxony is aimed at private individuals, companies, and public institutions that wish to create, modernize, or acquire affordable housing in Lower Saxony. It supports both new construction and the modernization of rental apartments, rental housing on the East Frisian Islands, as well as communal living arrangements. Furthermore, dormitory places for students and trainees are supported, occupancy and rental commitments are acquired, and owner-occupied residential property is promoted. Funding is provided continuously in the form of a low-interest loan and – if the requirements are met – as a one-time grant. The responsible housing promotion office of the municipal, city, or district administration advises interested parties and accepts applications.
Eligible expenses include all construction and modernization projects intended for permanent residential use; holiday and weekend properties are excluded. In addition to being located in Lower Saxony, prerequisites include secured overall financing, an appropriate personal contribution, and proof of professional execution and management of the construction measures. For each barrier-free usable apartment, a grant of €5,000 can be awarded. Families and households with members with disabilities receive an additional €2,000 per child or person with a disability for owner-occupied projects. Funding can be applied for at any time by submitting an application. The Investment and Development Bank of Lower Saxony (NBank) additionally offers professional advice to implement construction projects efficiently.
