Funding objective
The aim of the funding model is to support local participation processes in terms of sustainable shaping of the living environment at the municipal level. Professionally facilitated citizen participation enables involvement in shaping the living environment, development of medium- to long-term visions and projects, strengthening of cooperation between the population and municipal council, as well as promotion of commitment and personal responsibility.

Description
The funding model supports Salzburg municipalities, public institutions, and associations in establishing participatory sustainability processes at the local level. Since October 3, 2024, applications can be submitted continuously to jointly develop visions for a livable future with citizens. The offer comprises five coordinated modules, ranging from the development of a comprehensive mission statement to topic-specific participation formats and compact participation impulses. Professional process facilitators from the Salzburg Institute for Spatial Planning (SIR) assist in designing citizen participation according to nationwide Austrian quality standards. With funding rates from 65% to 90% depending on municipal financial capacity and durations between two and twelve months, sustainable projects and visions are effectively implemented in practice.
Applying municipalities require a municipal council resolution and coordination with SIR. Funded items include fees for moderation and process facilitation, room and hall rentals, printing and public relations, as well as concrete implementation measures. Personnel costs of the applicant, general office supplies, and non-directly attributable material costs are not eligible for funding. Disbursement is made in two installments – 70% after approval of funding and 30% after final accounting. The online available e-government form enables straightforward application submission, while the accompanying documentation ensures transparent proof of use. This offer strengthens social cohesion, promotes engagement, and enables citizens to actively participate in the climate-friendly and democratic shaping of their municipality.
