Description
In Lower Saxony, specialist centers for addiction counseling and prevention are supported with non-repayable grants to sustainably strengthen the support system for individuals at risk of addiction and those suffering from addiction. Sponsors of non-profit institutions within the independent welfare sector, other non-profit organizations, as well as corporations, institutions, and foundations under public law, may apply for institutional funding. The objective is to ensure prevention, counseling, therapy, rehabilitation, and follow-up care through low-threshold services or outreach work. The amount of state funds is determined by a population-based calculation key and allows – especially in work with substituted drug addicts – an increase to cover additional personnel costs.
A prerequisite for funding is a scientifically based concept that demonstrates local need and takes into account cooperation within the social psychiatric network. Adequate premises with fixed opening hours, professionally qualified staff including regular training and further education, as well as a viable financial plan, are indispensable. Eligible expenses include personnel costs and material expenses. The application must be submitted annually by June 30 to the Lower Saxony State Office for Social Affairs, Youth, and Family. Complete application submission includes, among other things, explanations on the application process, forms for general data as well as expenditure and financing plans, staffing plan, personnel sheet, declaration on multiple funding, and the evaluation questionnaire according to the guidelines.
