Mission & Vision

The Carl-Theodor-Welcker Foundation e.V. aims to enable people with mental illness or psychological disabilities to lead independent and self-responsible lives. Through individual assistance, meaningful employment, and sustainable housing options, it promotes stability, participation, and social integration. A special focus is placed on supporting forensic clients to suspend or avoid institutional measures.

Target groups

The foundation's services are specifically aimed at individuals from forensic psychiatry (§§ 63, 64 StGB) for stress testing or avoidance of measures (§ 67b StGB), former patients after suspension of the measure, persons after serving a prison sentence or preventive detention, as well as, in exceptional cases, individuals from the inpatient sector of general psychiatry. A prerequisite is a significant mental disability (§ 2 Abs. 1, 99 SGB IX) or eligibility for integration assistance in accordance with §§ 67 ff. SGB XII.
