About the funder
The Bavarian State Ministry of Finance and for Homeland (Heimat.Bayern) is responsible, as a department of the state government, for the homeland policy of the Free State of Bavaria. It develops and coordinates strategies to promote administration, infrastructure, culture, and social cohesion in both urban and rural areas. Its tasks include, among others, the development of the homeland strategy "Offensive.Heimat.Bayern 2025," the support of pilot programs (e.g., Demographic-Resilient Municipality, Heimat.Engaged), the organization of competitions and citizen dialogues (Heimatspiegel, Heimat.Experience Day), as well as the allocation of funding for regional projects and flagship initiatives – involving municipalities, associations, and citizens.

Target groups
The funding and participation offers of the Ministry of Homeland are aimed at Bavarian municipalities (municipalities, districts, district-free cities) and regional associations, clubs, initiatives, and non-profit organizations in the non-municipal sector, companies with a regional connection (e.g., homeland-affiliated companies), citizens in Bavaria (from 16 years old) for citizen dialogues and surveys, as well as research institutions and local actors involved in best-practice projects and flagship initiatives.
